Serve as the Supervisory Polysomnography Technologist for the Killen Sleep Disorder Center. Responsible for professionally and independently performing a full range of standards, complex, and advanced polysomnography examinations in the Sleep Center according to the standards of the laboratory. He/she is responsible for the day-to-day supervision and operation of the Sleep Center for VHA employees and ensures efficient and continuous care for patients. Basic Requirements: Citizenship. Citizenship of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education. There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels. See the grade requirements part of this standard for information regarding educational substitutions. Licensure or Certification. Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For certain functional areas at the higher levels or supervisory assignments, specific certifications appropriate to the specialty are indicated in this standard under "Titles and Certification/Registrations". For all specialties identified in this standard, Basic and Advanced Cardiac Life Support certifications are desirable. Training which does not result in official certification does not meet this definition. English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Grade Determinations: Applicant must meet the Basic requirement and Specialized Experience requirements for the position: Medical Instrument Technician (Polysomnography), GS-0649-09: Specialized Experience: At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. This would be experience which demonstrates possession of the knowledge required to provide all aspects of polysomnography services. In addition, the candidate must Demonstrated Knowledge, Skills, and Abilities. KSAs 1, 2, and 3 are appropriate for all positions at this level. 1. Knowledge of the more complex examination and treatment procedures and techniques in order to provide training and supervision in these procedures, to evaluate and initiate performance improvement projects, and to write policies, procedures, and protocols, that pertain to Polysomnography. Knowledge of JCAHO and other regulatory requirements. Ability to communicate effectively and professionally with employees at varying grade levels. Ability to manage and supervise employees. Ability to provide, or provide for, staff development and training. Certification. Registration by the Board of Registered Polysomnographic Technologists (BRPT) is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time Supervisory Polysomnography Technician. Individuals in this assignment assume full administrative and professional responsibility for planning and directing the work of subordinate technicians. Typically these duties include assigning and evaluating the work of subordinate staff; providing polysomnography technician services in more complex cases; reviewing and making recommendations regarding new and emerging procedures; providing instruction and training to new staff; interviewing candidates for positions; recommending selections, advancements, promotions; evaluating performance; taking disciplinary action when necessary; and identifying educational or training needs. Preferred Experience: Minimum 5 years' experience supervising accredited sleep lab. Minimum 10 years' experience performing diagnostic and treatment sleep studies in accredited sleep lab or labs. Must be a Registered Polysomnography Technologist in good standing with the Board of Registered Polysomnography Technologists (BRPT) Knowledge and experience in use and administrative control of 2 or more prominent Sleep Diagnostic/Treatment Systems References: VA Handbook 5005/15, Part II, Appendix G27, Appendix C - Medical Instrument Technician (Poly) The full performance level of this vacancy is GS-9. Directs the Killeen Sleep Disorder Center by planning, scheduling, controlling and assigning work for 9 Sleep Lab Technicians and 3 Sleep Clinic Technicians. Analyzes work requirements and determines staff resources, equipment and supplies needed to accomplish work assignments. Reviews, approves, modifies or rejects changes in function proposed by subordinate employees. Recommends and justifies to higher authority, changes that may increase costs, limit resources rendered or affect work outside own service. Coordinates with representatives of other services to work out changes and problems that affect the organization. Oversees the care, maintenance repair and operation of all equipment necessary for the Sleep Disorder Center. Supervises inventory control and all records regarding the location of equipment. Orders medical and nonmedical supplies and equipment. Provides comprehensive evaluation and treatment of sleep disorders, which may involve polysomnography, diagnostic and therapeutic services, or patient care and education. Incumbent analyzes data, scores polysomnograms, and compiles data into a report for physician review. Assists in establishing and conducting neuro-monitoring, techniques. Performs independent diagnostic studies for sleep disorders. Provides instruction in polysomnography study techniques to students, residents, physicians, and other medical instrument technicians. Ensures that accurate confidential records are maintained of all diagnostic tests. Implements systematic methods for the inventory and procurement of expendable supplies via computer. Maintains equipment in good working condition by performing minor and emergency repairs and arranging for additional repairs or maintenance of all lab equipment. Collects and analyzes data and workload statistics related to the Sleep Center. Functions as first line supervisor for up to twelve (12) technicians at the Killeen location. Recommends performance standards and ratings, writes position descriptions, establishes performance standards, counsels, takes/recommends disciplinary actions, addresses grievances, and other personnel actions for those he/she supervises. Coordinates and analyzes Sleep Disorder Center budget submissions, fund control point usage, personnel management, and space issues in order to present a total resource picture to the Chief, Pulmonary Section, and to higher management. Incumbent is key official for implementation of fiscal management for Sleep Disorder Center, as well as functions as liaison between Medical Director and others within and outside the facility.
